Can a dog that isn't registered with the SV still have their hips rated by them? I was looking at a pedigree of a dog that has a parent which is only AKC registered, yet the owner claims the dog has a German "a" stamp.

You can do it through UScA or GSDCA-WDA.  Here is a link to USA/SV a stamp program:

Yes you can.. I'm waiting to get my films returned from AKC so I can send them in for a stamp through WDA group. My dog is AKC registered.

Is a microchip an alternative to a tattoo? I know they need permanent identification for obvious reasons, but my dog's ears are so dark, a tattoo wouldn't show up anyway. Anyone know if a microchip is ok?

No, according to the site I linked, all dogs must be  tattooed to qualify for the SV "a" stamp program.

Yes, Jen, I know for sure that WDA acknowledges microchips, not sure about UScA though. I had to put in Tonga one as her tattoo was not readable because of her dark ears. But you have to bring your own scanner scanner to every trial or show. You can have it certified on the pedigree just like a tattoo.

If you choose that route do some research on the chips and scanners that are avaiable before you decide.

Edit to add: WDA  requires the elbow certification for the breed survey to be from the SV, so why not do the hips through the SV also. AKC registered is fine.

Thanks, Sue and Elkoor. A tattoo isn't gonna show up in Caleb's or Qira's ear any better than it did in Tonga's. I don't care about trials, but I do want to send both their hip xrays to the SV instead of OFA.

A mcirochip is not yet acceptable as identification for "a" stamp from SV.  Nor are digital x-rays.

Sue, WDA states it differently:

GUIDELINES FOR SUBMISSION OF RADIOGRAPHS
FOR SV HIP AND ELBOW EVALUATION
Evaluation Requirements:
1.
Owner must be a GSDCA-WDA member
2.
Dog must be a German Shepherd Dog
3.
Dog must be at least 12 months of age on the day the radiograph is taken
4. Dogs born in the USA must submit the following:
a.
Original AKC Registration Certificate
b.
Original 4-generation AKC Certified Pedigree with tattoo or microchip certified by GSDCA-WDA or USCA. Three generation, tattoo certified pedigrees will only be accepted for dogs born prior to January 1, 2005.
c. If the AKC pedigree has not been tattoo or microchip certified:
1)
Enclose completed and signed Veterinarian Verification of Tattoo/Microchip form (available from the GSDCA-WDA Office or online at www.gsdca-wda.org.)
5. Foreign born dogs submit the following:
a.
Original pedigree papers from FCI recognized country of birth.
b.
Original registration papers from country of birth with all ownership transfers completed. Tattoo or microchip must be indicated on original document. If tattoo or microchip is not on original papers, it must be certified by the GSDCA-WDA Office, see 4.c.1) above.{}
