Hello,
I've noticed in alot of adds Male for sale produces big litters then you see adds Female for sale she produces big litters.Ok now which one really has the say in how big of litters?

The females, they have the eggs, small litters all the time with different studs would be the only way to
find out.   
      On the other hand, if a male mates & produces a very large litter, than he can be refered to as a proven
producer of large litters.   
  Can't just be based on one breeding, you have to look at the big picture.

 The male has as much to do with it as the female. If he does not produce a lot of sperm, the eggs do not get fertilized. 

No one decides anything. LOL
