I think our police and judicial resources would be better spent on prosecuting people who starve, freeze and otherwise neglect their dogs. I drive by a woman whose dogs are penned outside in below 10 F weather with plastic dog houses and I cringe. Pretty gsds -- somebody forgot to ask if she had a heart made of ice when they sold her the dogs.
I'd be thrilled to hear she takes them inside at night for a good "cuddle"
