It's from WW II and I am pretty sure the man is a german  soldier wearing their winter scout outfit.

That is a nice dog. Sorta looks like what I have in mind for a German Shepherd now. Almost like the dog I had years ago.

What a cool picture and thank you Oli for sharing that with us :-)  I just saw a GSD at chow hound similar to the dog in this picture.
