have him checked for a UTI or constipation.
keep him in a crate when you are not watching him.
as soon as you let him out of his crate, take him straight to his potty place and wait. When he starts to do his thing say a word like poo poo, or poty and give him lots of praise.
once he's has plenty of time to do his business play with him for a bout 10 minutes.
give him another chance to do his business and put him back in his crate.
let him do his business, feed him and then let him do his business again (always with that special word and lots of praise on completion).
repeat for about 3 months and you will have a potty trained puppy.
