Although I am against the tethering of dogs, there are times when it is the ONLY way to keep a dog safe. (For instance, when I'm camping.)
I like the idea of regulating backyard (casual) breeders, though, and licensing them separately from commercial breeders. That's going to make all those people who want to show their kids 'the miracle of life' think twice!
Yeah, yeah, I know, trampling all over indivudual rights, and probably too hard to enforce. But sometimes I wonder if doing SOMETHING to control this is better than doing NOTHING.
