How does he act?
As he been growing or staying the same?
What do you feed and how?
P.S.
Has he been to the vet? That can have meaning here too.

For whether you need to increase/decrease his feed use the visual and touch test - does he look thin or fat, does he look roly poly when he walks down the path?? Feel down his sides - are his ribs sticking out or no where to be found???
A puppy should appear with its ribs covered but not too much so.
I have an 9 week old puppy who weighs 5.5kg and her sister is weighing in at 7kg - thats quite a difference and both look and feel right for their age.

If he appears fit healthly and full of energy it sounds like the amount of feed is about right. If you up the feed and he gets loose you know immediately you are feeding too much and you need to reduce the amount he is getting immediately.

There are so many oversized German Shepherds out there.
Its better to have one that's a little lighter then heavier...

At 4 months my male puppy only weighed 38.5 lbs........and at the same age my female only weighed about 22.
The female is now 11 months and weighs about 55, she is medium, one size smaller.
What is more important is - if your puppy is healthy.

45 lbs!!!
he is going to be a big boy. his bone is very thick.
i think there is a big difference in certain linesin weight and size.
his parents are both within the standard, but very very stocky.

German Shepherds are NOT huge dogs..........
Don't worry if you're puppy is smaller or weighs less then others, a great many German Shepherds are oversized and that's a fault.
German Shepherd Male:
Wither height 60 cm to 65 cm.
23 1/2 " to 25 1/2"
Weight 30 Kg to 40 Kg.
66 lbs to 88 lbs
German Shepherd Female:
Wither height 55 cm to 60 cm.
21 1/2" to 23 1/2"
Weight 22 Kg to 32 Kg.
48.5 lbs to 70.5 lbs
=Faults=
Faults include anything that impairs working versatility, endurance and working competency, especially lack of sex characteristics and temperament traits contrary to the German Shepherd Dog such as apathy, weak nerves or overexcitability, shyness; lack of vitality or willingness to work; monorchids and cryptorchids and testicles too small; a soft or flabby constitution and a lack of substance; fading pigment; blues, albinos (with complete lack of pigmentation, e.g. pink nose, etc.) and whites (near to pure white with black nose); over and under size; stunted growth; high-legged dogs and those with an overloaded forechest; a disproportionaltely short, too refined or coarse build; a soft back, too steep a placement of the limbs and anything depreciating the reach and endurance of gait; a muzzle that is too short, blunt, weak , pointed or narrow and lacks strength; an over-or undershot bite or any other faults of dentition, especially weak or worn teeth; a coat that is too soft, too short or too long; a lack of undercoat; hanging ears, a permanently faulty ear carriage or cropped ears; a ringed, curled or generally faulty tail set; a docked tail (stumpy) or a naturally short tail.
