THERE are regional directors in every region of the USA that have a say and can attend the board meeting ..Politics as usual in USA schutzhund,,,get together and submit it back to the board for a discussion and a vote. Majority of usa members want it, vote it in.
Only problem, half the membership dont even know what a vertical wall is and could care less if their dog attacks the handler.
They consider anything called :attack" as unusual and unwanted behavior for their House Pet.

Most people with house pets don,t do Schutzhund.

Until Schutzhund USA grows a pair of balls and creates it's own titling program in addition to the Sch/VPG it ain't never going to happen. Therefore it ain't going to happen.
The exercises were taken out because of the strength of the Green Party (which in Europe is linked to the Animal rights movement) as a means of appeasing them. Guess what as we know from Chamberlain appeasement doesn't work. Look for it to get much worse not better. Have you read the minutes of the WUSV meeting and the changes they say they are "contemplating" ( yeah right let me tell you they have been contemplated) for 2010. More dumbing down. More robotic obedience demanded and god forbid you actually have a dog appearing to make the decision on his own to attack a helper. Elimination of the long bite and the stick hits. Just read the changes and look for the key words that come straight out of the AR camp.
The Schutzhund and German breed show world in the United States is merely a "client state" of the SV. We adopt the VDH rules verbatim (usually even without a good translation) essentially thru them. For many years on the world stage Schutzhund USA has been like the bastard child who comes to a party where he is not wanted.
A bit of history. The basic WSUV rule is one country one membership. The US has been a thorn in the side of the WUSV for decades because the membership should have come thru the GSDCA which is the parent club recognized by AKC which while not a FCI member is recognized by the FCI. However until 2007 AKC would not allow its clubs to even endorse, never mind hold any activities that involved bitework. The GSDCA created the WDA as a spin off trying to get around this problem but in the meantime Schutzhund USA had grown into a far larger club and one that had more of the "serious" competitors in it. A very unhappy compromise was reached at the WUSV level which has had many changes over the years and resulted in the system we have now where we send this "joint" team from USA and WDA. Read this for a flavor of what had gone on over the years www.germanshepherddog.com/members/newsletter/sept03nl_web.pdf Note that this was 2003 a mere five years ago. Also note that GSDCA was demanding once again the removal of Schutzhund USA from WUSV participation.
Fast forward to today. AKC now has the Working Dog Sport with the VDH rules adpoted wholesale . David Landau an original member of WDA and a decades long member of the GSDCA was last year appointed to the Board of Directors of the WUSV. How long before GSDCA once again demands the outster of USA and gets its way. I say 5 years max.
USA is toast already unless they get bold and creative and design a program that will pull people in. I personally believe a way to do that is by creating new titles and bringing back some of the elements that were the true part of the breed suitability test. They can still maintain a Sch title program probably thru AWDF. They need to give up the idea of trying to suck up to the SV - it's not going to work. Stop blowing money down the tube for a registration system that noone wants or uses and is a joke. This is America and dogs get registered with the AKC. Finally start focuing on programs for ALL their members not just the 5 people a year who go to the worlds.
Yeah right and when pigs fly.
