Hi, Do you have a dog newly diagnosed? If so would be worth the cost to go to a good veterinary ophamologist (sp) for an evaluation and recommendations. A good one can educate you about the disease and current treatments AND it will establish a baseline for the dog.
Mr. Nemo ( to the right) has pannus. My understanding is that current thinking is that it is a form of autoimmune response tho they are not real sure of that. Direct sunlight can make it worse but my specialist basically said don't worry about that unless you live high in the mountains ( sunlight is less filtered and harsher at higher altitudes). There is a known connection to the pannus being worse at high altitudes probably due to this. If the treatments do not work there is also a surgery that can be done where they go in and peel back the brown film that has formed on the eye but again my understanding is that is considered a treatment of last resort not first.  The basic med seems to be the prednisilone drops. In a flare you increase frequency. You can also ask about blephimide(sp) and optimmune. The latter comes in a commercial ointment or a good vet  can make drops in an olive oil suspension. I have used both the blephimide and optimmune for flares with Nemo. The optimmune seemed to not bother him when administered while the blephmide seemed to bother him a bit.

When Nemo came to me I started to supplement him to get rid of skin yuckies. I accidently ended up also growing hair AND significantly stabilizing the pannus and reducing his pannus flares. A big component seems to be the 1000 mg fish oil supplements but he also does get CoQ10 on a daily basis. In addition on a periodic basis he gets vit C, Selenium, zinc and Vitamin B and once a week DHEA which is specific for him because of the dwarfism because it is a precursor to many of the body's enymes. At a minimum I would suggest trying the fish oil and depending on the size of the dog you may want to use a higher dosage than I do. Fish oil is a great anti inflammatory. Just be aware that it also does have some blood thinning properties so that it needs to be stopped about a week before any surgery.

Good luck. Please let us know the particulars on your dog ( age, sex, pedigree, any littermates or relatives affected etc).

A combination of Neo-Poly-dex and Optimmune ointments was the ticket for our Pannus condition. Prednisilone is what was prescribed at first, and seemed to help at first, but then started getting progressively worse after several months (which may have coinsided with summer and increased UV exposure). Her vision was being effected by it before we switched medications, but after the combination of the Neo-Poly-dex and Optimmune ointments, within a couple days it was improving, and after several weeks, it's virtually gone. Her eyes look fantastic and you would not know she has a eye problem at all.  We are going to have her rechecked soon to see what medication we should have her on for maintenance program.
