There are way too many oversized GSD's out there.......General public is ignorant, bigger is NOT better in this case!
When people comment, educate them.

Just to answer your question, I like a female close to 24 inches at the shoulder, at the high end of the breed standard.
There is a bias against small males, say just 24 inch, at least in many show rings. For AKC, a male that is between 25.5-26.5 inches tall has a better chance of winning. The standard is 26 inches for males, but half an inch over is practically speaking not a fault at all.
The bias against small females, 23 inches and less, may not be as strong.
I was so told by an AKC GSD judge.

I get the same with my 59 CM bitch (23 inches) and 58 pounds, she's exactly within standard and people ask if she's till a puppy or "small" Meanwhile the Koermeister considering her to be large!
People are always going to have something to sayno matter what! I just smile and wave.
Just tell John Q public that no, she's actually the CORRECT size. Just like people always ask why my dogs are so thin. Well, I try to refrain, but usually end up saying, because everyone else's in so FAT! LOL
