It's hard to tell sideways but my best guess would be a Fair. There is very little bone change from what I can see but the ball isn't well into the sockets.
How old is the dog? That will make a difference in the rating.

I am curious to what others might say, but I think probably a fair. What kind of dog is this and how old?
