My sis is a RN at a local Hospital. She works graveyard, and tries to sleep during the day. She has a neighbor, with a young GSD. The dog seems to be about 6mos old. My sis has seen a gal playing with him, in their back yard. It seems the second the owner leaves, this dog starts in barking with a really loud and annoying report.
My sis has spoken with other neighbors (really crowded neighborhood, with small yards), and it seems the whole neighborhood is at the end of their ropes. No one has actually contacted the gal who owns this bark machine, but this just can't go on.

Buy the neighbor a spray a bark collar. Will not hurt the dog, Sis will get some sleep.

Spray bark collara did not work on any of mine, I tried it on all five. Even bought muliple collars which aren't cheap. Go over and talk with the neighbor, suggest a low level e-bark collar. My ultra high drive girls do fine with the Dogtra YS300 on setting 2 or 3.

I think you should talk to her first too. When your sis does talk to her make sure that she brings possible solutions/suggestions that might help with the barking -- bark collar, privacy fence if it's chain link, more exercise before they leave for work in the morning and in the evening before bed, crating the dog in the house while they're gone, training (as in "a job' for it to do). Maybe neighbor will not think they're being jumped on by the big bad neighborhood.
I was reading somewhere else that one neighbor was having trouble with the neighbors dogs fence fighting. The poster offered to put up a privacy fence and told the neighbors they could pay for their part later if they needed to. (split the cost) but was prepared to pay for it themselves for their own dogs safety.
The neighbors dogs suddenly haven't been heard from since and the poster of the story thinks they may have dumped the dogs rather than be bothered.
Wouldn't have been something I would have thought would happen either.
