Cow hocks has more to do with length in stifle (bone from hock to knee) and to the ligamentation and muscles that support it.  The more length there the more muscle and the tighter the ligamentation needs to be.  Exercise might help somewhat to improve it, but exercise can do only so much to overcome conformation.  This weakness is the main criticism that's heard about the "American Show lines". They are so extreem in that one area that they can't support themselves when they're moving. Folk comment about the hocks flopping back and forth.  Picture a suspencion bridge without enough bands to hold it up securely.. the more wind and stress the more unwanted movement.

Personally I have not seen a strong connection between cow hocks and Hip Displasia.
