I have a freind who has a GSD that he had imported by a local breeder. It has been 2 years and he have not recieved the papers for the dog. The guy always has an excurse when he is called for the papers.The dog has the tatoo numbers in one of his ears. What can be done to speed the process.

What does the guy say when he is called and asked about the papers? From where was the dog imported? Who is the local breeder and what does this person say about the fact that there are still no papers? 2 years is too long and I suggest something is wrong. It could be that there is a disagreement between the importer and the real breeder, or, for example, there was no payment for the dog, or there are no papers, or they are being held back because of some other factor or proper paperwork was not submitted in the country in which the litter was born. There are many things that can go wrong. In this case, we do not have enough information about this, and it seems like you don't either.

Can the dog be traced by his tatoo?

Does the person who bought the dog have the dogs full name (registered name)? If so, contact the breeder to trace who he/she sold the dog to and eventually to the person who sold the dog to the importer/local breeder.

Contact the National Registry in the country of origin of where the dog, (puppy), was born and imported from; in Germany for example, it would be the SV; in USA it would probably be the AKC. Give all detailed inf: registered #, if known, Tatoo #, dog's registered name; can also try to trace by the sire and dam's reigtered names and #'s if known, and date of birth of litter. Give all persons'  names who were envolved in the sale/purchase; and by all means attach a copy of proof of purchase of the dog, (puppy); such as, cancelled check, pay pal transaction/receipt, western union wire receipt, or so forth. Explain the situation;(make sure you tell them how long you've been waiting for those papers); and request their help and assistance. Once the Registry gets on their case things tend to move quickly from there! Sometimes it's just a matter of the former owner, and/or breeder, just don't get the necessary paperwork in their country submitted properly, or at all, in an even half way timely manner; once they get their money and ship the dog their attention goes elsewhere!!  You just have to stay on it, and on them; be a real pain in the butt!  But do beware out there; there are MANY scam artists dealing in imported/sales of the dogs! Your best bet is to contact the Registry for their assistance. Good Luck...and don't let it go! GSD BREEDER
