I have a 9 month old Akc registered pedigree German Shepherd dog. I have four generations of her parents and their dn and/or dl #'s her sire's dna # and the dates of birth of all of them. I cannot find any of thenm in this data base... Is it because some of them where white or black shepherds?

No, it's because they haven't been entered yet. The majority of the dogs on this database are SV registered. You can enter the dogs yourself, if you wish.
White shepherds can be registered by the AKC, but are not eligble to be shown in conformation classes. Black shepherds are allowed, but will probably not win in conformation.

There are mostly German dogs in this database, that is, dogs registered with the GSD club in Germany (Verein fur Deutsche Schaferhunde, the SV as it is called.) You can enter you dog yourself if it has an AKC number. And BTW, a black female won the 2007 Grand Victrix title of the GSDCA (German Shepherd Dog Club of America, the AKC affliliated parent GSD club in the U.S.) You'll find mostly working line German dog fans on this board.
