I think this is the same guy I got mine from.  Over all the quality was good.  Plenty of adjustment to grow with the dog.   Two out of seven ordered did need a good application of leather butter to soften them a bit before using the first time.   A couple times a year I put leather butter on all my leashes and harnesses anyway so it wasn't a big deal.

I am telling you, Bill Forbes has the best harnesses and leashes ever!  He stands behind his products, and is a super great guy!!  I have had my harness since Sasha was 5 monhts old, she is now 4.5 years and Jager has also used this harness not to mention the club visitors who don't have one!!!

He ships all over, www.fullgripgear.com he is located in Sacramento area!  He also has great tug toys etc!!!

I've got a Signarure K9 leather harness (medium) that I used on Ruby from 7 months until now - and still fits (and will continue to fit).  I'm getting ready to buy my second one.

I will vouch for Bill Forbes equipment. IMO second to none and his Garuntee is what makes me continue to buy equiment  from him.

An easy solution is to invest an leather hole puncher. Bought mine on Ebay for $15.  For my leather collars and Harness, I may buy  a larger size just use the hole punche to add holes when needed.

I'm real happy with the agitation harness we got for our Mali from ForDogTrainers.com - good quality and good price.

My GSD's agitation harness came off of ebay, of all places, and it's an excellent harness that has held up well with use.
