E-Ballot #04-08 Motion by Sara Wallick, seconded by Mark Scarberry, to accept the following determination and recommendation of the Board of Inquiry in the case of USA v. Rick Burgos
Rick Burgos engaged in conduct that constituted unsportsmanlike conduct. Mr. Burgos violated established USA rules with respect to the public display of an electric training device during a sanctioned USA event; and, by violating these rules, Mr. Burgos also engaged in conduct that was highly prejudicial to the interests of USA. Based upon the foregoing, the BOI recommends the following:   That Rick Burgos be censured for unsportsmanlike conduct and violation of USA rules That the scoresheet and the published results of the event be corrected to reflect that Rick Burgos received no points in the event, per USA trial rules. That the Executive Board review the USA Rulebook and consider making a clarification to require the USA Director of Judges, the USA President, or USA Secretary to file BOI charges with respect to instances of disqualification for "unsportsmanlike conduct" within two weeks of the completion of the event in which a competitor is disqualified. The USA Rulebook currently states that the BOI will investigate in such instances. The BOI, however, cannot of its own accord investigate such matters; charges must be filed for the BOI to investigate anything.  Yes–21. Motion carried unanimously 3/11/08. "

The lack of any real penalty such as a suspension does little or nothing to deter people from this type of behaviour in the furture. What's next, a note to his mom to sign????

It seems Burgos has a lot of supporters on this board alone. When this was first brought up here, some jumped to this defence. Same old...........

I use an ecollar, it's just another tool.  I don't recall anyone approving of it being used in an abusive manner.  They got him for what they could prove (using it in stadium), and for that, I don't know what else they could do.

Even if he did, this is not an uncommon or inhumane practice in the hands of a skilled trainer. Some people strap a second (usually, more lightweight) e-collar above the dog's lumbar spine for faster sits while heeling and down out of motion exercises.

I recall seeing the use of e-collars during training at the indoor stadium at the last USA Nationals I attended in Reno. I would rather see the collar used correctly in public that for a trainer with an anger-management problem take the dog behind the bleachers for an "attitude adjustment" session.

what happened to the dog wanting to work for the handler and enjoying it without getting a shock to the neck or lumbar spine? 

Weren't e-collars designed for use when the dog is away from the handler,  like in field trials and such where the dog may be several hundred yards away?  I don't feel they should be used during basic obed. or any thing where you have close contact with the dog and you can easily correct the dog yourself. 

if all it gets down to is being used for handler aggressive dogs,  then why are those dogs even on the field or being bred.  shepherds are supposed to work WITH the handler not against it,  and definitly not attack the handler over a correction.

also for breeders who continuely breed dog aggression into your lines, and with that I also mean dogs who kill any other animal that is within respective size to the dog or smaller, livestock killers (no just chickens as any dog will do that,  but cattle, horses and others)  they are SHEPHERDS, says so in the name,  they are not good SHEPHERDS IF THEY ARE KILLING WHAT THEY ARE MENT TO BE CARING FOR.

I just got back from the super-market and saw a tabloid that had a picture of Rick Burgos and OJ Simpson golfing together.   I think they were guests at William Schatner's Country Club.
