Positioning is terrible. I wouldn't get any rating on these hips until you get a better picture with better positioning. The dog is twisted, turned and knees are turned out, legs not positioned straight - nothing is correct. If I were to assess these hips from this x-ray ( and I could be way off because of the positioning causing the hips to look this way) I'd say the hip structure on the left side looks better than the right, but the femur head is not deep enough in the socket. The hip on the right side of the picture looks too small, neck thickened, but deeper in the socket.
More x-rays, done with a vet who can do a better job positioning, before you evaluate.

First, how old? Sedated?
Agree with everyone here, you need another xray. My best guess is the hips are OK, but I wouldn't want to stick my neck out based on this xray.

Well, I I just redid my boy's today, talk about difficulty in getting the position. He's pretty long and lanky, so keeping him centered on his back was not fun. Ended up putting his front half in a half in a trough type thing to help keep that end centered. Of couse I shipped them off, without snapping a picture first. I might just have them send it back to me afterward so I can post.
