I started out pretty low tech with my dogs. I got them a burlap sack to "play" with until I could get the required equipment. I also had a trainer that used a piece of leather from a deer to get the puppies going. It all seemed to work great. They really got into it.

Start even the 19 month old off with a bit of Sack or a Tug, do not think to use a sleeve it will take time to build the drive and to go at her with a sleeve when she does not even know what it is rather silly. and premuture
Take your time, the Pup will learn a lot faster,
My Goran is 8 months old and he is still on the sack or Tug He has not been on the sleeve yet there is no hurry
Get someone to hold the dogs one at a time on a tight lead and standing still taunt the dogs with a sack running it over the ground then let them get it once in the mouth hold both ends and move it side to side, never up and down
the person holding the dogs does not move, you come into the dogs
building up the drive is the most important, do this three times a day if you can but only for five minutes a time

foxcom,
check with your local feed store for the burlap or gunny sack. We have Atwoods here and they sell a huge burlap sack for 98 cents and I just cut them up into smaller sizes for the puppies that I am starting to play with. I have used these and they work well. I think that Ray Allen is a good site thought if you insist on ordering.

Try www.ELITEK9.com or www.HallmarkK9.com both of these sites have great prices and equipment in stock. Speaking from a decoys point of view please visit a nearby Schutzhund club to have proper training work done for the grips. Fixing bad habits taught by poor presentation is frustrating and can easily be avoided by proper work in the beginning.
Good Luck,
Jeff
