Dry usually mean, firmer ( in ligament and Muscle), close Coated dogs.
In the head, withought looseness of Flews, (lips) or droopy eyelids.
Dry also can imply, a hard back, ( not loose durring movement)
Dogs without an excess of fat under the skin,
Dogs with Clean oval bone as opossed to Spongier bone.
At AKC shows...
Dry dogs have a tendancy to do better in the specialty ring than in the all Breed ring

Forgot to add,
"Wet" can be used to describe the contrary,
Big, Plush Coated, softer ligaments ( or more elastic) , with more fat under the skin, etc.
