While I agree Breeders should conduct themselves responsibly when it comes to the health of the dogs/ pups in thier care... If you don't know the difference between a Jack Russell and a Rat Terrier ???  well then "Here's Your Sign"  Obviously one idiot found another idiot to buy what they had to offer.... Maybe education into the breed would have been prudent ???  Ya Think...

It is also the responsibility of the buyer to educate themselves as well.... Don't buy a Rottweiler if you can only handle a cocker spaniel.... And certainly don't go mucking with that pups health by causing further stress on them in the first few days of being rehomed...  We see this stuff at the shelter all the time,  pup is adopted,  cute, bouncing,  has NEVER been sick or ill acting,  6 hour car ride home and BAM turn the kids loose on it for 4 hours of romping,  take it to the vet the very next day where they give it a bordatella and 5 way booster,  go to the PTA Club and WalMart, for EVERYONE to FAWN OVER the little cutie,  and POOF 3 to 5 days later this pup is sick as HELL !!!  mmm go figure....

I think this type of thing would be good to weed out some of the Puppy mills and BYB's that don't vaccinate, don't socialize, don't generally keep thier dogs in decent condition, feed correctly,  deworm,  and prevent external parasites, probably don't even clean the kennel's once a week.... much less 2 to 5 or even 7 days a week...  BUT there should also be some requirement on Buyers as well,  I'm starting to like the puppy purchase questionaire idea more and more,    Luckily we've had pretty damn good luck !!!     But the shelter....  Oh my gosh,  I don't grill the adopters like I do my puppy buyers and let me tell you there are some DANDY'S out there !!!

I like the suggestion to buyers that if there is not a health contract move on,  or insist the breeder provide you with one before you purchase from them....
