In general, how much can an owner of frozen semen realistically charge for a vial of frozen semen in comparison to stud fee when the stud was available?

No idea, I know it's not always as effective, maybe go online to a couple websites and see what others are charging.

If the dog has already been collected then should be same price as stud fee plus shipping.
If they would have to collect him due to your bitch not being available to do natural breeding then you would
be required to pay stud fee, price for collecting him and shipping.

The stud fee depends on the quality of the dog rather it is frozen semen or not. One would expect to pay more for semen from a top winning top producing male as opposed to a male with no titles. It can also vary by how "unavailable" the sire is - if the dog is still living only in another country there is still the posibility of a live breeding, if the sire is deceased and in demand you may be able to charge a higher fee.

It should be the same price, but there are other charges involved in shipping and handling to get the semen to you...and of course you'll have charges on your end for
the progesterone tests that will need to be done on your bitch, as well as what the vet charges to do the AI.

The up front costs to collect and store semen are very high.
The first time collection kit is $425+,
Add to that is semen analys, DNA, tattoo and or microchip verifications.
After the first collection, additional collections are $280+
Then add in the cost of storing for a year at $69+
