That site says that ZVV3 is equivilant to schH 3, but I have heard a few people say that only a few dogs are awarded ZVV3 each year. Why is that?

There are differences in the way a IPO3 or Sch.3 dog are trained and titled. I don't think the titles really are all that comparative. With the ZVV3, the judge calls the shots in obedience and you have to go where he tells you and the dog to go instead of having a set pattern.
