Can an AKC registered shepherd get SV papers if the owner moves to germany?

No, the dog can be SV registered but your papers that "count" are the papers from the country of birth.

Actually I believe they can similar to a SV dog getting registered with the AKC when they arrive in the US. Sort of a change of citizenship. Silbersee will know the details. Perhaps she will post something here.
