Is there an association, guild or other established body that over-sees the dog broker profession? What steps would I take to research and employ someone to import a dog from from a foreign country to America?

If only there were..... many would save a ton of money and heartache!

Word of mouth goes far! Ask around, clubs, shows... They DO exist, but do your homework, and get a LOT of references. I am speaking from experience here. I have a couple of people that I can wholeheartedly recommend as trustworthy. Another big thing is to be patient. Depending on what you are looking for, these things can take some time. Many breeders (good ones), don't just have a kennel full of great dogs they are just waiting to sell.

There are also many good dogs right here in the states. Please do not think that the good ones only come from Europe. I imported 3 females over the past year- had nothing but major problems. Decided to go with someone I know here in the states- She is great so far, and has met my expectations.

After reading so many that post here, I would be rather afraid to trust out of this country...There are so many people here that have already shepherds from Europe, with litters to offer a just as good a pup, and with credentials that you can check out a lot easier.....nothing over the waters that you can find just as good here..... Animules has a litter , non better, check it out and send it on to whoever is considering importing....

From what I read, even some of the agents , once the dogs are in their  hands, they dont stand behind their word, without a lot of hassle and arguments including coming on this and other boards , to rattle their chains....Its not worth it    or Is It....

Maybe some people just like to operate in that way....for me ,the less fret , the better.

Costly import fees and shipping are a waste, if it turns around to be a dog you dont want or cant use....I dont have a money tree, or do I know anyone who has.....try to use my money wisely,     I can't feature   Just keep the poor dog" just because it wasnt right....money,time and nerves get frayed when you try to do business across the seas   .....I say stay   in "the good ole US of A , IMO

Thanks  for the rsponses thus far - 

Hard to believe there is no international org that at the very least promotes a standard of ethics for dog brokering.

If the breed were a GSD it would not be an issue, but it is a Russian Black Terrier.

With respect to all the warnings about getting a dog abroad, somebody had to be brave enough to try or we wouldn’t have such good specimens of the GSD in the States. Perhaps what I’m trying to get at is, do you have to have an intimate friend from the exporting country who was once or still is a native and can speak the language right down to the popular slang, before you can feel comfortable making a foreign purchase? Lacking that, what are some tips to follow to go about finding a broker?

Far as the BRT Terrier goes, you may try Westwood Kennels out of Columbus Ohio.  Website available.

My buddy was a K9 cop for many years and his Dept procured many dogs from Nancy @ Westwood.  She is now carrying BRTs as well as some top Sheherds that do well regionnally & nationally in Police K9 Arenas & on the street.

1person I would not Ever use is Tim Helser.  I would say that he is a Loser,  but that would be an insult to all losers. Sadly, there is No Body to import dogs and so many can get "take".

If the funds are available, I recommend going to visit the kennels yourself. Once you are there, many times you can get what you are looking for quite easily, and make some good friends.

You are welcome...My friend is responsible for that knowledge, as you know....I'm sure there are good breeders all have done business with and can do business, but only with a good reference ,and you better make known who referred you..

I get paid american money, and I feel so many of us , go into the dog breeding and after retirement , business of obtaining a breed worthy pair and we are using our American ss and our retirements paid by USA and I feel , we ought to buy our shepheds, terriers, cockers and what ever else from our comrades here in  America.....there are hundreds to choose from    ......support Us by buying in  USA....   IMO
