I recommend waiting at least 18 months for males - 20 months is fine too :) - to allow them to finish growing and developing before neutering. They need the testocerone for complete and normal growth and development. Females, I don't think it matters as much - I recommend spay before the first heat to avoid any chance of mammory cancer (which spreads to major organs and will shorten the lifespan drastically if they develop it) - 6 months at the earliest, up to one year. If not before the first heat, then at least before the second.

"going into heat" is the term for a female dog's first menstrual cycle. To my knowledge, (grin) the males don't do such a thing. If you have a male that goes into heat, you've got a problem. ;)
