What a cute pup! If you are worried about his ears, in my opinion, you don't need to be, especially at this early stage of the game. The fact that the ears have both been up at one time or another is a great sign. Some pups ears go up and stay up while other pups ears go up then back down, one will lean in, and the other might lean out for a while, then they switch, until they finally stand upright. It is very common for pups who's ears have gone up to go back down while the dog is teething too.

My pups ears did that so often!
They'd be up one minute then I'd put him in his kennel and then when I'd go to take him out that ear would be down again.
I swear, as soon as I took him out the ear was right up again. Just so everyone knows, the kennel is not too small. It is the X-large life stages kennel. So, no chance of the kennel thwarting the ears.
Still, I was always nervous that that ear wouldn't come up but after checking out posts here I knew that it would come back up. There's a thread about ears where you should pay attention if there's a crease/fold in the ear. I would really pay attention to that because if left too long, it won't be a normal GSD ear.

No, you don't need to worry right now. They will go up and down often until he is done teething. If they are not up by 6mo then you may want to think about it depending on how they look. Echo had one ear that went up early then stayed down so long I was getting worried. It came up in stages, teasing us as the very tip continued to flip forward...a perfect ear for a collie! Finally it surrendered and now stands tall but I think as late as 8.5mo it wiggled like jello when she moved.

my jasmine took one ear- to go up at 8 months, i would not worry.
the pup is just teething , give him some raw bones with marrow to chew on.
extra calicum would be good right now.
