my male keeps having a yellowish film near the top of his penis. Is this normal?

Possible infection... ?? I would say go to the Vet.

he was at the vet. the vet tech said it most likely was semi discharge. I just want your guys inputs. Should I go back to the vet?

Oh ok, well I don't know, this is a pretty vague description, How about alot more info
Is he bothered by it ?
Does he lick that area excessivly ?
Is it alot of a discharge or no discharge at all ?
Is the area raw, reddened, or sensitive ?
Did this come on suddenly or has it been an ongoing thing ?
There are hundreds of variables, grass alergens, sand fleas, yeast infections, irritations (foreign bodies), The list could go on....
There are alot of great people here who could lend perspectives or share they're own experiences, Certainly a clear conscice RX is not available via internet (or anyone other than Vet) But you can certainly get some more ideas by providing more information for folks to go on to see if they have experienced the same type of thing with they're own dog...

anyway, my male had a similar ongoing problem as a pup. We brought him to the vet and they were pretty much clueless, they thought it was a discharge too. The did a urine sample which had foreign bodies in it because of the urine passing through the infected part. Gave no medicine the first time. Brought him back again and they pulled the skin all the way back to see if there was any redness or sores. It all looked good. They then inserted a catheder up his private part to his bladder to test the urine in there...that came back negative. We brought him to a second vet...they came up with nothing either, thinking it was dicharge or thought it was sexually transmitted virus....beleive me, my pup wasn't getting any. They gave him antibiotics to take...it cleared it up.
What we and the 2nd vet believed it was, was when we took him to the local lake down the road to swim...which apparently is a breeding ground for bacteria, he maybe had a cut or something near the tip of his private part and that became majorly infected and started traveling down the shaft. The antibiotics cleared it up and he was fine in a week.
Have you brought your pup swimming latley? I'd bring him back to your vet and say the problem has not cleared on its own and you'd like to try antibiotics with him. JMO

I noticed my male was having a creamy yellow discharge from his penis at times. Then he started to dribble bits of urine. Then there was blood in the urine.
Turned out his prostate was nearly the size of a grapefruit! I had him neutered, and he's been fine ever since.
So, like someone said above, could be a number of things. Get the vet to check the prostate to eliminate that as a cause.
