It depends of what you want. Lets say you are talking about show dogs:
I would choose dogs that:
- Shows good nature and like peoples company
- Have good top line
- have a short lenght
- Are well angulated
- Are good movers
- Robust head
I would avoid:
- Dogs that dont have self-confidence
- Dogs that got interruption at the top line
- Thin dogs ( substance is important since the beguining)
- Clear dogs (unatractive)

1. how does the puppy react to being startled, noise
2. react to strangers, hangs back, wants nothing to do with you, curious friendly, would rather play with brothers and sisters
3. put in a room all by themselves, do they check it out within in a few minutes.
4. when a stranger walks and calls them who keeps up, lags behind or one that thinks they have found something better to do?
5. If you put them on different surfaces to walk on, climb on, how are they reacting.
6. are the tails and ears up, shortly after something new
These are all ideas that will give hints into the ease of training, people friendly, and confidence level
