I just put my 17 week old female pup outside to be with my 5 year old male. As he was greeting her, he dribbled some urine from his penis.
He had to be neutered back in February, due to an enlarged prostate. Is there anyone who thinks this MIGHT NOT be related to the prostate problem?
{sigh} I've had well over $500 of vet bills this month, what with the new pup's health check, heartworm medication and tests, and both dogs being treated for whip worm! This is the LAST thing I need!

Yeah, I don't understand what your 17 week old pup and your males enlarged prostate have to do with each other .......You see blood in urine when prostate problems are evident, usually in older, mature males with cycling females .. never ever saw dribbling urine by itself
Could it be he was just a little happy to see her and is an excitable dribbler??
$500 for health checks, HW tests and prev and panacur??? for 2 dogs?? You need to find a new vet !!
