I think it would take quite a leap of faith to assume the pre-1989 information on a lot of pedigrees from eastern bloc countries is accurate.

the dutch ratings used to be   FREE
                                                TC (transitional case)
                                                 LP  (light positive) still within breeding terms
                                                  +   positive
                                                  ++  severe positive

in that time hardly any dog received FREE , from the best dogs still 99 of 100 would receive TC , but all TC  dogs that were experted and redone in USA  received OFA exelent , in germany became Anormal

now for many many years they changed the rating to A-B-C and D    and stopped being very strict , so now more dogs receive HD A

in your chart TC is the same as fair or borderline , but in all the years many many TC dogs all got OFA exelent rating

Difficult to believe when only 4% of gsd's are even awarded "Excellent" ratings.

But again, if the "old scheme" is found on current pedigrees, then the information is not useless.  The chart can be modified to show both schemes, as the Czech & Slovak one does.

I dont want people argueing over I post I started ,I want help to understand what has happened with the hips of a certain dog,scored in 1 country ,exported to another to be given a real bad deal on that countries scoring,my personal opinion is the whole world should have one scoring to be recognised.

how do you submit same xray to different outfits for evaluation when the x ray stays with the registry.?

Well you think wrong. I know quit a bit about evaluating hips during this era. I know some of  the people who have done it. The ones I know  are painfully honest. What is your proof for  such sweeping statement?

Also I am not saying that people = breeders do not cheat even so I would not know how since each dog is tattooed and the tattoo must be marked on the x ray. I am sure that some do. But the official evaluators do the best possible job. Also keep in mind that reading hips is not exact science and it is widely influenced by personal interpretation. However I would never go as far as to call the evaluators cheaters
