They've advised us for years on which way to wipe our butts, soon it will be law also.

I don't think anyone is suggesting that and I hope that what you meant to say in your original post on the subject was that anyone who lets his dogs run at large without supervision is irresponsible. I see no reason not to work a dog off lead as long as its recall is reliable and if it's not, you have some more training to do.

I had a friend once that used to go with me to the forest preserve and excersise our dogs. We let them off lead part of the time and our dogs were much more under control than other people's dogs that were on lead. Ahhh memories...........sniffle sniffle.

Anyone else read that the dog in question didn't bite the mail carrier. the dog knocked the mail carrier over, and that this is how injuries were sustained. I for one would like to know what those "injuries" were. And in either case this would have NEVER made news if the dog in question wasn't a pitbull. If that dog was actually attacking there would have been teeth marks.
As for irresponible owners I will heartily admit that I'm one too by stated definition. And that I had my last girl for over 12 years without incident. Our daily walk included a mile n change to a small park where I would let her off leash while I walked another 1-2 miles along the track. I would only keep her on leash if there were other dogs around who we were not familiar with.
Once walking her at night some guy came out of the blue with two monster ( as in big ) labs, that were also off leash. My pup did what she was supposed to she came right to me when I called her and sat between me and the strange dogs, while the guy put his labs back on leash. btw the labs were NOT acting aggressively.
My point? Mandatory leash laws punish owners who take the time to get to know and train their dog to make sure that they are reliable off leash, and only let them off leash in appropriate places. The idiots who have no problem letting their tempermental dog off leash completely unsupervised next to small children and traffic will continue doing so unfazed.
