You should follow the letter of your contract.  Your contract does not seem to have reflected your wishes. That is not the buyer's fault--that is yours. You need to fix your contract and put your requirements in writing. If you've been breeding for 20 years, you should know that. And if you've never had a bad experience before now, you've been lucky.

Shame on the person for breeding at 16 months--but if it's not in your contract....

My contract reads as follows (I don't breed show dogs, so my contract reads "work" instead of "show):

...   If WORKING quality, Buyer agrees that Seller will register said dog on a AKC Non-Breeding (Limited) Registration that will be reversed ONLY if the dog meets the conditions set out in Section 4c of this contract.

c.   The Buyer agrees that said WORKING quality dog is not to be used for breeding until the dog is at least two (2) years of age, and has been proven by radiograph (X-Ray) to be free of hip dysplasia at the age of at least 24 months as determined by the Orthopedic Foundation for Animals (OFA). In addition, the Seller agrees to also have achieved a performance title with said dog (examples of an acceptable performance titles are either an AKC Companion Dog Excellent Title or Schutzhund 1 title) or a working certification (Certified Search and Rescue or Certified Police K-9) before allowing the dog to be used for breeding.

d.  If radiographic examination shows that the dog is dysplastic, the dog is to be sterilized (rendered incapable of reproduction). Buyer agrees to provide Seller with a copy of the OFA results and with proof of sterilization from the performing veterinarian.

e.   No female dog shall be bred no more than every other heat cycle or no more than one back- to-back breeding with a one-year rest period before being bred again and ONLY after the age of two years.

f.   Any other arrangements may only be made with the Seller’s written consent.
