Any breeder that tries to pass off a cow-hocked stance as "angulation" is either ignorant or trying to pull the wool over your eyes. Sounds like your breeder either needs an education in structure, or a good boxing about the ears!
I would expect to see cow-hocked legs more often in dogs with excessive angulation, but this is only a general correlation. I've seen poorly bred dogs so badly cow-hocked that their legs bang into one another when they walk. I hope your boy doesn't have that severe of a problem.
