i don't think the police let alone any judge would follow thru on any of this. YES they are too young but how many times have breeders had to hand feed their pups due to one thing or another? and since you state that these pups were the ones that you owed them for services rendered then the law will look at it as payment in full and nothing more. animal control/humane society may look into it but if the pups are being hand fed and are in good health will do nothing. and if you made a deal with him for the pups to be registered then yes you owe him the papers. lousy way for him to handle the deal but as you stated they were his because you had a deal with him. i just wouldn't ever do bussiness with him again.

Well put and too the point, I have seen to many wrongs when dealing with dogs. That is why if I have a stud to offer cash is to be paid upon service. To many people run around the corner and say there is no litter, or the litter died. You made an agreement he followed through because of lack of trust in this area. I can see you being hurt, and that is a justified hurt. Just serve the guy his papers and don't deal with him any more. Good luck
