Yes, he can.  Something similar happened to me years ago when I was walking my first GSD puppy (RIP Barli)  A neighbor came walking up with his full grown GSD on a leash and said, oh he's friendly.  He was wagging his tail and the second the owner let him in range, he attacked Barli.  Then the stupid guy lets the frakkin dog wind his leash around my legs while it's trying to kill little Barli.  She was about 4 months old.  The other dog was an intact male.  It took a lot of time and effort to work thru her fear of other large dogs.
Luckily no physical damage to either of us.  The mans ears were burning from the dressing down I gave him.  I never saw him walk down our street again.

What do you call someone with money that sues for damages?  Winner of the greedy SOB lottery?

CrysBuck -- I'm really surprised at your post; your posts are typically well thought out and reasonable.   However, you have already created "a scenario" in your mind ................    Why is everyone so concerned that this woman may get a settlement?    If this happened to any of you, or your family, or your friends, you would be "singing a different tune"  - eh.

I, too, did not care for the comment "white trash lottery" --

The woman is plainly entitled to her medical expenses and some amount for pain and suffering, because the other dog's owners are responsible for their negligence in failing to keep their dog secured - even if the little terrier "started" the fight and the woman was bitten because she tried to break it up.  

From the code words she's using, however, it is clear that she's thinking she's in for a 6-figure payout for a few dog bites, rather than say $10,000.  People like her give insurance companies an excuse to jack up premiums for us GSD owners, or to refuse coverage.  

Lol! It was sarcasm. But to address your post, I think this lady is probably like you. She probably can't read a dog. To her, and yourself, the dog seems friendly, but there was probably body language that an average trainer could pick up to remove their dog/puppy before the situation happened.
