Dogs show their quality before two, and prelims at 18 months will tell you what you need to know. I got a GSD years ago from absolutly untitled parents (long story, but no money, sort of rescue) and she was a godd example of the character of the breed, although truely an ugly dog.
With the cheapening of the titles, puppies from good pedigrees don't necessarily have to be written off entirely. I also think that with the amount of info on the net, it is a bit easier to discern whether or not breeders are "scammers" or just new.
I have a friend who bred her untitled female Dobe to an untitled male, and the puppies are all that and then some, so some of the traditional thinking is going out the window. Very happy with that litter, and we will hopefully see really good things from it.

my in laws live in florida though.
