I start all my puppies indoors and as their immune systems gets stronger and they get bigger, and "I" feel they can handle being outside, they go outside (about 6 months).. If the weather is very bad (too hot/too cold) they come inside in crates, but they ALL spend time indoors with us.
I like for them to have good house manners and be comfortable inside...
I have nothing against keeping GSDs outdoors full time, it's just my personal preference and I feel it makes my dogs feel like they are part of my pack (I have kids) but they also know they are at the bottom of the pack ;-)
LAVK-9... Indi (my 5 month old female) Loves hanging out in the house with us, but gets bored quickly and starts pacing and scratching at the door after a few hours... Then shortly after she is scratching and screaming to come back in *sigh*
My next house is going to have a doggy door installed...

"The new GSD I got lived the past 2 years outside.(previous owner) I think he might have had shelter but who knows.I know now though he is a house dog and living the life and very happily enjoying the comforts.My other GSD I raised as a house dog and has lived inside would rather be outside.Go figure!!"

I understand you wanting to steal the dogs. I did it once. A would see a Golden Retriever every day when I drove home from work. The dog was in bad condition and getting worse every day. The chain was about 3' long, no shelter, and summer was coming on - 100 F not unusual.
I walked up and took the dog. And we went straight to my vet - after hours. He didn't think he could save the dog, but we gave it a try. Vet had to put it under and completely shave him in order address all the numerous infected wounds. Dog was malnourished, dehydrated and would not have lasted even a few days longer. I took photos every day and we took many more at the vet's office.
Rex as we called him was an emotional mess. Once he knocked over a few items on the coffee table with his tail. He ran under the bed and didn't come out for two days. He was terrified to do anything wrong. He was a young dog, but was always so stressed. He lived more 5 years before he passed in his sleep at about 7 years old. Such a gentle soul to have been treated so horribly.
The owners found me and pressed charges. I countered with charges of animal cruelty. They dropped the charges and didn't go Rex back to them.
Unless you have lots of money to pay lawyers, I would not recommend stealing the dog, you could end up in jail.
