You need to separate the toy from yourself and from a decoy for a while. Go to a local feed store and get 5-6ft horse whip. Tie the toy to it . Cotton sock is a good start, and play with it with your pup as if you would be fly fishing the pup. Throw it in front of the pup and then yank it back to you . Back and forth. When the pup gets the game and starts to chase the toy let her catch it now and then and always on the end of the exercise. Then you can do circles around you and finally use irregular pattern. Each exercise should be short and sweet and you need to stop when the pup wants to do it the most. Not when he is 1/2 dead. 30-45 seconds is a good time. 3- 4 times per week. Be patient. Pup has to always win thus you give it all the contraption after she grabs on the sock and fights it for a while.   There is all system to it, thus I could keep on going for a book long time here . But at first do this and  when you do that for a week or 10 days and the pup is crazy about the contraption, hand it to the decoy . Then is his turn. And now you hold and release the pup when the decoy works the whip. If the pup still does not show interest in it then go the square 1 and do same some more. Do not forget to give all, the time  over and over to  the pup attack command of your choosing during this exercise.
