The statement that it cannot be stopped is entirely INCORRECT.
I have seen and heard and helped plenty of people stop it...Now if you ALLOW it to go on .,,, for years maybe,,,well any person that ALLOWS it to continue,,,gets what it is....a tailchaser. It starts at puppyhood and must be addressed at the young age when a pup starts his ways in his life to behave. Just like kids let to yell at top of their lungs in public, has to be addressed early.
A lot of times this behavioural habit , of tail chasing, is overlooked , as funny and just a passing habit and the pup will surely stop..we think.. Not so..It is a habit just like the same habits humans adapt in their every day life.
It most definately can be stopped....but the owner of pup has to address it not think it is funny and laugh at it and LET it continue...You , allow all your dog does and is....
The old saying goes: It is harder to teach an old dog new tricks...the older the dog that still does this , the harder it is to remove this trait from them..

TwoMoons has good suggestions and questions for you, vom hunterhaus.
If you follow the suggestions and it fixes the behavior, great!
If the dog still eats, drinks, and doesn't injure itself with the tail-chasing, it's probably not a big problem even if it does have mental issues.
If it gets to the point that the dog would rather chase its tail than eat or if it injures itself constantly and you can't redirect, then you need to look elsewhere for info on dealing with a neurotic dog.
