I don't believe the dog was muzzled in this video.  I think it was a training issue as Sue pointed out.  It is very possible that it was a green dog that had never had an actual street bite.  Believe it or not this does happen and can happen.  The real world is always different than training no matter how realistic you try to make the training.  Dogs can smell jute sleeves, bite suits and hidden sleeves from a good distance.  They can get conditioned to the equipment.  That is why I rarely give my dog a bite on a sleeve any more.  I'll work him on suit, but I prefer muzzle work this way there is no equipment. 

I'm sure if you ask most K9 handlers with a new dog if there dog will bite in a given situation, you will see some hesitation.  The truth is you really don't know what some dogs will do with out equipment on the street the first time.  There are some dogs that you know exactly what they will do, but some you may have concerns.  Typically a dogs first real street bite is not his best and they get better with experience.   You can (hopefully) not recreate in training a real street bite, with the adrenaline and fear pumping through a bad guys body.  And the adrenaline pumping through the handler.  It is a very unique experience for the dog.

If UK K9s must wear muzzles when sent on a chase then I guess the LEOs working in these departments didn't get the memo:

Dog is not send on every attack with muzzle on. Here is quote:"...... By the end of the final stage the dogs are completely trained in criminal work involving the chase and attack, stand off, chase in the face of stick, gun and other weapons and how to control prisoners and crowds. But at all times the training emphasises only the use of enough force necessary to carry out their police duty...." 
 That includes  attack with muzzle on according to my sources.

I am on a another forum with this dogs handler. 

He was simply a newly licenced police dog at the time (it is quite an old video), on his first operational chase and got confused, he was not muzzled.  Apparently very effective now with maturity and experience and actually used in some forces breeding programs with progeny now working the streets.

Yes, and the Dog looked a bit confused nothing much can be taken by these clips to be of any merit good to here he is going on well and doing a good job,
Just for interest, there are no Dumb Dogs they do not know the meaning of being Dumb or Clever,
 It is the some of the Dogs owners that are Dumb not there dogs thats what i have found throughout the years anyway

Only to clarify. There are different level of use of a police dogs in GB. In some of them dogs wear muzzle. That is applicable with necessary force rules of engagement there.
