No, I have no experience in training a dog. But, I do not like the idea of shocking a dog (or any animal) for what is supposed to be a "Sporting" event (Schutzhund). As the OP stated, the music was turned up so people could not hear the sounds of the dogs being shocked. That tells me that the events/competitions are all about the egos of those involved -- owner/trainer/handler.

As described, that was abuse of the dog and incompetence of the handler. I do use an e-collar myself, but never in that manner. I've never made a dog yip with an e-collar. They have their place. That wasn't it.
