Good luck on getting the dog back, Shannan.  Having a law enforcement officer that's a personal friend will help, I hope.  Sounds like this woman is a hoarder, of stolen dogs, anyway.  I understand your not wanting to do the court thing...Although it's the right thing to do, from a legal standpoint, I understand your concern over the delay, and the dog vanishing by the time the legals beagles get all their eggs in the same basket.  She'll be told to give you back your dog, but by then there's not going to be any dogs in her posession, and she'll be all innocent.  Hopefully, being the squeeky wheel will get things going for you.

If she is a dog hoarder, see if there are limits on the number of dogs she can own? Sounds like animal abuse to me, did you say she has dogs stacked two high all around in her home? Call ASPC or something on the weasel while your'e at it, as you do as YR advises. Sounds like she's been there done that!

Careful, careful.  Some communities have legal limits of very few dogs, like 2 or 3.  Best know that the law won't then say to you, uh, you're not in compliance, either, and neither are half the people in the local dog clubs.

"Hoarder" is the new epithet to call anybody who has more dogs than they think they should have.

No, it's not.  Get the emergency writ ShellyStrohl suggested to protect you while waiting for the court date.  She gave you good advice.  And how she got the dog is indeed important - legally she needs to prove that she bought it from it's legal owner. If she can't, she can't, but of course legally it's important.

The writ is an EMERGENCY writ, an injunction, to stop something that is going to happen - lke this loser hiding your dog.

This is an emergency and YR is right.

You go get teh writ in HER county.
EX- I lived in Sutter County, CA. My dog was in Sacramento County. I had to go to the Sacramento County courthouse for the writ, and the seizure was performed by Sac County sherriffs.

Interestingly, one of the sheriff deputies assigned to seize the dog was a former K9 officer who the person in question had screwed on a dog deal a couple of years earlier. The deputy never got the papers on the dog because the dirtball never paid the seller in Germany. He was more than happy to assist.

Funny aside- The guy wasn't home. His girlfriend tried to make a run for it with the dog. She put him in the van in the garage and started the engine. The cops pulled a cruiser up to the garage door. The stupid woman didn't realize it for a few minutes after the electric door kept hitting the cruiser again and again. By that time the locksmith had gained entry to the house through a locked  gate and the front door... (he was FAST) so the cops could go through the house to the garage and turn off the van engine before she killed herself and the dog with carbon monoxide. They debated taking her to jail (she was clearly doped up) but it was late on a Monday afternoon and neither deputy wanted to miss football that night doing the paperwork. I got the dog back ten days later after a brief court appearance. The jerk didn't show.

BTW- I never did find Brazen. :-(
