If you could find a shampoo that combined the oatmeal with a tar shampoo it might take some of the heat out of the skin and encourage healing. The very very raw areas seem mostly void of hair... you might try some Topazone spray in those areas to dry out the yeast/staff secondary infection.
I know you don't want to use steroids, however in a case as severe as this I'd reconsider short term use of Pred at a very low dose to reduse inflamation, itch and make her more comfortable. Even 5mg/day for a week or so might make her a LOT more comfortable, and helping her thru the horrible stages is most important right now.

You could give her salmon oil on her food, It is good for the skin and coat whist you are treating her complains
