I dont send pics to prospective buyers until I have decided they are someone I want to sell a pup to. That could take weeks to determine. After pups are 6 weeks old, anyone I am interested in can come and see the pups. But, each breeder is different. Some have so many litters a year, they just want to sell pups to whomever.

Just as an aside if anyone can find a plaid dog I would be interested, willing to pay up to $124.72...
The uglier the better so that way it will look like we belong together..

Just about all the breeders you listed, Fleischerheim, Mittelwest, Wilhendorf, are in the market to SELL PUPPIES. That is what they do! just have to look and see how many litters they have at one time. these people practically make their living off these dogs. Witmer/Tyson does not always have puppies, and generally only breed when they want to keep something. a BIG difference. Maybe you haven't gotten any pics because the breeder isn't comfortable selling your friend a puppy? Maybe they are just really busy. People need to realize that breeders are allowed to have lives outside the kennels, and just because you say you have money to spend, does not mean they want or need your money. They do not have to bow down and cater to every single person who calls and inquires on a puppy.

If a kennel like the one mentioned has a good reputation then as one poster says most Dogs are prebooked,
I know some way before the litters are even bred, and possibly this one in question is rthe same
Colour is okay, but Colour does not make the Dog
For me there are more important things to have before Colour and if this breeder is popular you may have to take what colour comes ,
And they can be no fairer than say come and have a look at them and that is what i would do
Photos are nice to see, but they are also misleading to the eyes, better see the Pups now in real life before they get moving around too much
With the Pup i am having around Christmas, i Know the Sire and have seen him working in Schutzund which is top class, but i only saw the mother of the Pups in a Photo
But i went to see her in real life along with the Father to be
This way i could see the Conformation and temperment of both parents, and in my minds eye i could visulise what the pups would turn out like, and they are yet to be born until around the end of this month

.but one note---the breeding told her she would get back to her about color and sex as soon as they were born, so therefore they were not all sold.
i guess she didn't like the girl for whatever reason.

Back to the point I made.
They were in Germany for a few weeks in Sept and then at the WUSV for a week. That falls withing the timeline you listed.
Has your friend contact them back via email or voicemail?

Regarding pictures...I take pictures for a well known breeder involved in breeding SchH titled dogs. He never asked for pics of the pups for his website. I offered to take pictures of the pups he said no thanks...he does not wish to sell to the heart he sells the promise of the parents...you want to know what the pup will look like look at the parents.
Some serious sport based breeders like Randy may also wish to pick pups themselves based on needs of the clients, not by color or by which pup the client thinks is the cutest. In the grand scheme of things...color should be on the bottom of the list.

You need to take your time there are ton's of breeders that sell good quality back and tan german shepherds. A lot of people on this form look at things from a breeders point of view.
The best thing to do is what Steve1 is doing go and see the sire and the dam. Talk to the breeder look at the kennel is it clean and well kept. what does the breeder feed their dog's. Nutrition is very important to a to female before and after having pup's. Ask for references talk to those people.You can also put an ad on the request to buy section of this forum it is free and you will get plenty of responses you can follow up on.
But if it doesn't feel right PASS and move on. This is a 10 year commitment be 100% sure before you open your checkbook. Your paying the freight your in charge not the breeder.
I have been looking for a pup for quite some time now I have learned patience is a virtue. I have almost pulled the trigger a couple of times but something told me it wasn't right. I know the right pup for me will come along in due time with the right pedigree and temperment and at the price I want to pay. I'm not in a hurry because I want to do this right it is a life long commitment on my part. I know exactly what I want and color plays a big part in that equation. I have heard breeders say isn't that buyer lucky she got the color she wanted. Wrong I'm the buyer I should get what I want not what the breeder wants to sell me.
