I'm sorry but I have to disagree. Aside from the risks of anesthesia (easy to say people overrate the risks) but they are real. My male (2 years old at neuter) continued to "mark" even after neuter and after I had wood floors and ceramic tile installed and he wasn't allowed in the bedrooms where there was carpet because of the marking. At 9 years old a neuter won't make a damn bit of difference when it comes to marking or chasing a bitch in heat.
If the dog doesn't have prostate issues I wouldn't consider a neuter (anesthesia) at this time at his age.
This can be both a developed behavior and the result of a supressed behavior. The OP stated that the more alpha male died, pack dynamics changed and this dog is marking.
At 9 years old he can be crated when not at home just as easily as a younger dog or depending on the weather he can be left outside in a secure area and supervised carefully to correct the behavior when the OP is home. Limit him to one room (the room the OP is in) if need be.
At 9 years old if it's not a prostate issue that's evident through proper exam with the vet (or an emergency matter) I sure as hell wouldn't consider neuter to cure this. I doubt it would.

i speak from experience with rescues who had the same problem.
sorry if i have offended anyone but you did ask advice and i have given you the best i can offer.
at the end of the day he is your dog and do with him what you please.
i was just thinking of the best possible outcome for all.

I had a cat spritzing once and the smell still come's back in damp weather, we couldn't find it all. It's hard to get rid of.
Needless to say the cat is no longer of this world. R.I.P. There were other issue's as well.
This is my house and the dog's better dam well believe it. I marked it and it's MINE !! Lest they want my boot up their arse!!
Hey I feel for ya, sorry I don't have a good answer. If my dog start's marking the house he will just have to stay outside or in a crate.
Once they start it they wont stop I figure.

The dogs sence of smell is hundreds of times better than our own. Even if you clean the carpet with a steam cleaner and it
smells clean to you he will detect the urine smell deep inside the fibers and may mark it again and again. If your carpet
now smells like a "P SPOT" to him then he will keep going and going there for ever.
If you know where the spots are then use an enzyme neutralizer such as Natures Miracle which eliminates the odor. You
can buy it at any pet store, big box department store, on line, and is also available as a concentrate.
As others posted you should check him for potential urinary infections and prostate and aging issues. Cleaning the carpet
is easy but if he continues to urinate inside the house then a medical issue should be looked at by a qualified DVM.

OK... my opinion in general....
Yes.. until the smell is completely out, he will continue to mark, so it will be tough to do any behavior modifications as long as any odor exists (even if we can't smell it)...
At his age, I don't think I would opt for neuter either. If neutering isn't an option, then the other option is to figure out how to live with it. Being outdoors is the best when the owner isn't home. I'd rather have my dog outside rather than in a crate all day if that option is available . When you are home and want him inside - then opt for the belly band as Molly suggested (or the Wiener Wrap as she called it...lol) The band might even be annoying enough to where he won't bother lifting and marking... who knows? lol.

I'm with Brent/Two Moons on this one. If my male lifted in the house - then he wouldn't be allowed in.. but I realize different strokes for different folks, and everyone has different situations and senarios. Again...good luck

Yes, Bodie has been checked out physically, blood work, urnine, checked prostate etc... He's in great shape. He's being a jack hole and doing it in "private" so I guess he'll be rooming in the outside kennel during the day while I am gone. He's not marking (well I think) everything, just certain places, like the edge of a crate. I removed the crate and he never went in that spot again. I thought I had removed the problem, but apparently not. He's obviously picked a new location. It just amazes me to watch the pack order change once a member is gone, especially the alpha. In my case, I now have a marker and will have to take measures to ensure he stops by putting him outside when he can't be watched and cleaning the area with teh great things people told. New flooring at this point is not an option, although I wish I could.
