You should think for yourself, not much point telling the forum users of what you should be doing,
if you see any Dogs out in the sun without protection or water call the authorities. in England it would be the RSPCA over there i do not know .
Plus call the police, Take Photos' and the dates you take them
also put leaflets out in different parts of the area, stating the facts for all to see, if you feel that strongly about what he is doing you will do it,

Around here the local SPCA has no authority, everything has to go to the SO and then they will dispatch an ACO if needed. There have been times, before there was a good working relationship with SO, that I have gone over their heads and contacted Houston Humane, The head vet would come out and make a determination. It also helped that the vet was from this area, just working in Houston. When he got involved heads would roll. Our state vet is an awesome guy.
If conditions are as deplorable as you say, contact the Humane group from the nearest bg city, they will alot of time umbrella couties that do not have ACO's, at least here in Texas they will.
Take pics and have your facts in order first, and ask to be kept anon. The biggest prob we had with folks reporting ( or not) was that they were afraid of retaliation of the perps.
