If you have a dog you are unhappy with, the dog knows it and feels it.  The best thing for the dog and you is to return her to the breeder.  A dog that is not brought into your heart can never thrive in your care.  You weren't happy from the start...you mention your impresion at the airport.  Money is the secondary issue.  Get that girl where she belongs and hope there's money coming back your way eventually.  The breeder did offer something after retraining, and resale right.  Sounds like she's stepped up about all a breeder could/should. 

If you insist to torture yourself and the pup by continuing, pull her from your pack.  Have her eat every morsel of food from your hands...two weeks.  This is the technique we use on rescue dogs.  It does work.  You need a strong bond to help this dog.  Training and socialization can proceed from there.
