IMO, Using caps on a plain text-only forum should be reserved for providing emphasis on a word or phrase, or for acronyms. Using caps for anything else simply dilutes the message.

I believe this person also lives in Missouri too. Close to St. Louis.
I live in Missouri (for the time being) and just found out Missouri is suppose to be the "puppy mill" capital of the US.
I think that's so sad.
