Many times you cannot find the owner. Also with microchips: If people do not register them, or do not keep the contact information utd, they lead you to nowhere. If a tattoo or chip isn't registered and also kept utd, then it is as if it didn't exist.
Iffff Illinois has a statewide system for police and animal control officer to enter lost and found dogs, then shelters, 501c rescues, and vet clinics would have been informed. Ifffff the shelter has resources for it, they will have done what they could, too.
In many states private rescuers run non-profits to help reuniting dogs and their people, and to reduce the number of dogs in shelters. Illinois, with albums of missing dogs: http://www.lostdogsillinois.org/is-this-your-lost-dog-2/search-missing-dogs/
